REGIONAL DEVELOPMENT COUNCIL (RDC) XII
Calendar Year 2017
The year 2017 was a fulfilling year for RDC XII. Among the activities conducted during the year are the following: 1) meetings of the RDC XII-Advisory Committee, Full Council and its Sectoral Committees; 2) conduct of FY 2018 budget review and consultation by the RDC XII Expanded Executive Committee (ExCom); 3) packaging of CY 2018 AIP and preparation/updating of CY 2019 AIP; 4) conduct of project monitoring and evaluation by the Regional Project Monitoring Committee (RPMC); 5) review and endorsement of project proposals; 6) policy review and evaluation; 7) launching of the RDP 2017-2022; and (8) creation of two (2) new Committees: the Committee on Environment and the Regional Gender and Development Committee (RGADC) as affiliate committees of the Council. The RDC Week was also celebrated in the last week of September.
To further strengthen public-private partnership in regional development, the Council also supported the participation of all or thirteen private sector representatives (PSRs) of the Council to the 8th National PSR Convention on June 21-23, 2017 in Bohol.
A. Regional Development Planning
Member agencies of the RDC XII provided inputs for the preparation of the CY 2016 Regional Development Report, an annual assessment of SOCCSKSARGEN region’s performance, based on the targets in the final year of implementation of the updated Regional Development Plan (RDP), 2013-2016. Copies of the 2016 RDR were disseminated during the 58th regular meeting of RDC XII on June 14, 2017. Likewise, the quarterly regional economic situationer (QRES), which provides a rapid assessment of the region’s performance based on key indicators on production, investments, tourism, prices and security situation, was prepared and disseminated. The QRES also identifies the critical incidents that could affect economic activities and provides development outlook in the next two quarters.
The Council adopted the RDP, 2017-2022 and it is being enhanced to incorporate new targets of other agencies that have just recently completed their agency priorities and strategies.
The Regional Land Use Committee (RLUC) XII, an affiliate committee of the Council that deals with land use-related issues and concerns, conducted two (2) meetings in CY 2017. An innovation during the year was the integration of visits to key projects in the region confronted with land use policy issues. The projects visited were the housing project in Tampakan, South Cotabato that was constructed along a river and the proposed University of Santo Tomas campus in General Santos City which is situated on an area traversed by an existing irrigation system of the NIA.
