KORONADAL CITY, South Cotabato – The Regional Development Council (RDC) XII officially adopted the Balik Probinsya, Balik Pag-asa (BP2) Regional Action Plan during its 71st Regular Meeting on 07 December 2020 via videoconference. The Action Plan, the blueprint for the implementation of the BP2 Program in the SOCCSKSARGEN Region, was crafted by the BP2 Regional Council in compliance with the Implementing Guidelines of Executive Order No. 114, series of 2020. Inputs from concerned line agencies, Local Government Units, and the Private Sector were integrated into the Regional Action Plan to ensure that concerned stakeholders are engaged in the BP2 Program in Region XII. The said Action Plan was formally endorsed to the National BP2 Governing Council through RDC XII Resolution No. 88, series of 2020.
Also, during the said meeting, RDC XII adopted the CY 2022 Annual Investment Program (AIP) and the List of Top 10 Priority Programs and Projects (PAPs) of Region XII. The AIPs translates the strategies in the Regional Development Plan (RDP) into concrete PAPs to help achieve the development goal and outcomes identified in the plan.
The CY 2022 AIPs of Regional Line Agencies (RLAs), State Universities and Colleges (SUCs), Government-Owned and Controlled Corporations (GOCCs), and other National Government Instrumentalities (NGIs) were officially endorsed to concerned Agency Central Offices (ACOs), National Headquarters (NHQs), and Head Offices, through RDC XII Resolution No. 87, series of 2020. The duly endorsed AIPs will serve as the basis for the preparation of FY 2022 Budget Proposals of these RLAs/SUCs/GOCCs/NGIs.
In summary, the investment requirement is estimated at PhP225.10 Billion with the PAPs for Chapter 19 (Accelerating Infrastructure Development) recording the highest investment requirement with a total of PhP95.35 Billion. The second is the proposed funding for development interventions of Chapter 10 (Accelerating Human Capital Development) with a total of PhP92.02 Billion while the third is the PAPs of Chapter 8 (Expanding Economic Opportunities in Agriculture, Fishery, and Forestry) which is estimated at PhP13.81 Billion.
The construction of Regional Office Buildings or the completion/improvement of existing structures was already integrated into the CY 2022 AIP of concerned agencies. These Capital Outlay proposals are in compliance with EO 304, series of 2004 (Designating Koronadal City as the administrative seat of SOCCSKSARGEN Region), when the regional offices from different areas of Region XII were mandated to transfer to Koronadal City. The total investment requirement for office buildings is PhP 1.24 Billion.
The priority PAPs of SOCCSKSARGEN will also be submitted to the Mindanao Development Authority (MinDA) for inclusion in the Mindanao Leaders’ Summit or the Mindanao Speaks Up Forum tentatively scheduled in January 2021.
Based on Executive Order No. 325, series of 1996, the RDCs are designated as the highest socio-economic policy-making body in the regions. Given this mandate, the RDCs coordinate the development planning, investment programming, and monitoring and evaluation of priority programs and projects to push the development and progress in their respective areas of jurisdiction.
