City of Koronadal, South Cotabato – The National Commission for Culture and the Arts (NCCA) conducted an orientation-workshop to promote Philippine culture and values to representatives of the provinces of Cotabato, Sultan Kudarat, South Cotabato and Sarangani and the cities of Kidapawan, Cotabato, Tacurong and General Santos on June 11, 2018 at Greenleaf Hotel, General Santos City.

The orientation-workshop aims to provide guidance in the implementation of strategies and the attainment of targets identified in the Chapter 7 of the Regional Development Plan (RDP), 2017-2022, which is Promoting Philippine Culture and Values.

Ms. Gwyneth Grace B. Collado of the National Economic and Development Authority (NEDA) XII presented the Chapter 7 of the said plan.  She explained that cultural awareness is a requirement for social inclusion and equity.  Culture is also regarded as one of the pillars for achieving inclusive, sustainable, and human-centered development.  The priority areas of the cultural agenda are: (a) safeguarding and enshrining our cultural heritage; (b) achieving equity and inclusion in access to cultural resources and services; and (c) sustaining and enhancing cultural assets to foster creativity and innovation for socio-economic growth.

The orientation workshop has generated several inputs in the finalization of the result matrix of Chapter 7 of the said plan, such as the creation of local culture and arts council; training on cultural mapping; preparation of annual plan for cultural arts, and cultural heritage; and the establishment of local registry of cultural property, among others.

Also presented in the said orientation workshop were the DILG Memorandum Circular (MC) No. 2018 –  48 and 49 for the inclusion of culture and arts in the criteria of the Seal of Good Local Governance throughout the country, as well as the subsequent DILG MCs issued relative to RA 10066 or the National Cultural Heritage Act of 2009, and on the cultural mapping activities and the Philippine Registry of Cultural Property (PReCuP) at the local levels.

NCCA expressed willingness to provide technical assistance in the conduct of provincial and city levels orientation workshop and in the cultural mapping and PReCup activities at the local levels.  (Evie Arabis Cabulanan, NEDA XII-DRD)
